Why does my breath cloud disappear quickly on some cold days but hang around on others?

Can seeing my breath tell me if it’s cold enough for ice to form?

No. Visible breath can occur several degrees above freezing and does not reveal the temperature of the ground. Check a mountain forecast, freezing level, measured temperature and surface conditions; wet ground can freeze even when the air just above it is slightly above 0°C.

Does visible breath mean the same thing at different altitudes?

Not exactly, but altitude is only one variable. Temperature, humidity, wind, exertion, lighting and air pressure all affect what you see, so visible breath is a rough prompt to check conditions rather than a precision instrument.
