If you ask the average tourist about the National Trust, they will probably tell you about a grand country house, a roped-off four-poster bed, and a car park that costs too much. They might mention a scone.

But if you are standing in the rain at Dunmail Raise, looking up at a path that has turned into a beck, your relationship with the Trust is different. You are standing on their land, walking on their stone, and probably complaining about their weather.

The National Trust is the largest landowner in the Lake District. They own about a quarter of the entire national park. That includes the high ground of Scafell Pike, Great Gable, Bowfell, and the Langdale Pikes. They do not put up ticket booths at the bottom of these hills, and they do not charge you to climb them. For a walker, they are simply the people who keep the fells from sliding into the lakes.

It is a massive, quiet, and often thankless job.

Born in the Fells: The Rawnsley Connection

There is a lovely irony here. Most people think of the Trust as a country-house preservation society that occasionally inherited a mountain by accident. It is actually the other way around. The National Trust was born in the damp, rocky soil of the fells.

One of its three founding members back in 1895 was Canon Hardwicke Rawnsley, a local vicar who spent his life picking fights with railway barons, water companies, and private developers trying to concrete over Cumbria. He didn't set up the Trust to look after Georgian wallpaper; he set it up because he wanted to stop the Victorian equivalent of a multi-story car park being built at the foot of your favorite ridge.

The fells are not a scenic side-gig the Trust picked up later. They are its DNA.

The Gift of the High Ground

The Trust did not buy the fells to make a profit. Most of the high ground was given to them.

The summit of Scafell Pike, for example, is a war memorial. In 1919, Lord Leconfield gifted the land above the 3,000-foot line to the National Trust to honor the men of Westmorland and Cumberland who died in the Great War. A year later, the Fell and Rock Climbing Club bought and gifted twelve further summits—including Great Gable, Brandreth, and Glaramara—for the same reason.

When you stand on the summit of Gable on Remembrance Sunday, you are standing on a memorial that is managed, rather than owned, in the traditional sense. The Trust’s job here is not to curate, but to leave things alone as much as possible, while ensuring that the sheer volume of feet does not wear the mountain down to the bedrock.

Then there is the agricultural land. That is largely down to Beatrix Potter.

Most people know her for the books about rabbits in blue jackets. In Cumbria, she was known as Mrs. Heelis, a woman who wore heavy tweed, smelled of wet sheep, and spent her book royalties buying up farms in the valleys to keep them out of the hands of developers.

When she died in 1943, she left fifteen farms and over 4,000 acres to the National Trust. She did not do this to turn the valleys into a museum. She did it to protect the Herdwick sheep and the people who farmed them. She left strict instructions that the farms must remain active, and that the sheep must continue to graze the fells.

As a result, the Trust became a landlord to ninety tenant farmers. This is where the complications begin.

The Upland Dilemma

If you walk up any fell in the Lakes, you are walking through a landscape that has been thoroughly modified by the teeth of sheep.

The bare, grassy ridges of the Helvellyn range or the Langdale fells look natural, but they are not. Left to themselves, the fells below the tree line would be covered in scrub, birch, and rowan. The sheep keep the hills bald.

This baldness is what gives the Lake District its dramatic, open character. It is the landscape Wainwright drew, and it is the landscape walkers expect. It is also a landscape under constant threat from water.

But you cannot just tell a farmer to sell off half his flock to save a bog. It is not a factory, and you are dealing with a bizarre, ancient bit of sheep psychology called "hefting."

There are no fences on the high fells. If you put a normal sheep up there, it would wander off to Yorkshire. Herdwicks do not. They stay on their own specific patch of the mountain because of a genetic map passed down from ewe to lamb over hundreds of years. A lamb learns exactly where its "heft" is—a specific ridge, a certain ghyll, a particular bog—and it stays there.

Because of this, the sheep are legally bound to the farm itself, not the farmer. They are "landlord flocks." When a tenant leaves, the sheep stay behind for the next bloke. If the Trust decides to cut sheep numbers to let the hills recover, they are not just adjusting a commercial business model; they are permanently deleting a centuries-old lineage of animal memory. Once you clear a heft, that collective knowledge of the mountain is gone forever. You cannot just buy new sheep, drop them on the summit of Great Gable, and expect them to stay there. They will end up in the pub garden in Boot. This is why local farmers get so incredibly defensive when the Trust suggests reducing stock.

Without trees and deep vegetation to hold the soil, rain has a free run. Water in Cumbria does not behave like water elsewhere; it has a personal grievance with gravity and footpaths. When three inches of rain falls in twelve hours—which is a standard Tuesday in Seathwaite—it sheets off the bare hillsides, carrying the thin topsoil with it. It turns paths into ghylls, floods the valleys, and leaves the high fells scarred with deep gray scree gullies.

This leaves the National Trust in a difficult position. They are legally bound to protect the traditional farming heritage, which means sheep. But they are also responsible for the health of the land, which means they need more plants, more trees, and fewer bare hillsides.

If you talk to a traditional farmer in Langdale, they will tell you the Trust wants to get rid of the sheep and let the hills go wild. If you talk to an ardent rewilder in a university office, they will tell you the Trust is letting sheep ruin the hillsides.

The reality is somewhere in the middle, in the mud. The Trust is currently trying to find a compromise that pleases absolutely no one. They are reducing sheep numbers on some high fells to let the vegetation recover, while keeping the farms viable. They are planting native trees in the steep ghylls where sheep cannot easily climb, creating small corridors of green that climb the hillsides.

It is slow, compromise-heavy work. It does not look good on a poster, and it does not satisfy the zealots on either side of the debate. But it is the only way to keep the fells working.

The Battle Against the Wet

The most visible work the Trust does up here is the stone pitching.

If you have walked up the tongue of Mickleden toward Stake Pass, or climbed the tourist path up Scafell Pike from Wasdale, you will have walked on large, flat, irregular stone steps.

These paths are not there for your comfort. In fact, after three hours of walking down them, your knees will probably suggest they are an instrument of torture. They are there to stop the mountain from washing away.

When a path becomes popular, walkers widen it to avoid wet patches. The grass dies, the soil is exposed, and the next heavy rain washes the soil down the hill. Within a few seasons, a popular route can become a thirty-yard-wide scar of loose stone that is impossible to walk on and ugly to look at.

The Trust’s rangers, working with the Fix the Fells partnership, spend their summers carrying heavy stone up the hillsides to build these paths.

The process is remarkably simple and incredibly hard. They do not use cement or mortar. They use large, local stones, dug out of the hillside or brought in by helicopter, and wedge them together using techniques that have not changed since the Bronze Age. The stone must be set deep enough that it will not budge when a fifteen-stone walker with a heavy pack steps on the edge of it, and it must be angled so that water flows off the path rather than down it.

It is tedious, physical labor. It is done in horizontal sleet, in midges, and in the heat of July when the valley below looks very tempting indeed.

The next time you walk up a pitched path, take a look at the stones. Each one was selected, lifted, and placed by hand by someone who was probably getting rained on at the time.

The Peat Hags

Further up, on the high plateaus like those between Bowfell and Esk Pike, the problem is not stone, but peat.

A healthy peat bog is black, wet, and ugly. It is also one of the most efficient carbon stores on the planet, and it acts as a massive sponge that slows down the flow of water into the valleys.

But decades of walkers, sheep, and acid rain have broken the surface of many high bogs. Once the vegetation on top is gone, the peat dries out, cracks, and washes away in heavy rain, leaving deep, black gullies called peat hags.

The Trust’s approach to this is unglamorous. They do not use high-tech materials. They use helicopter-dropped bags of heather brash to cover the bare peat and stop it from drying out. They build small dams out of stone, timber, or even plastic to slow the water down in the gullies, allowing the sediment to settle and the sphagnum moss to grow back.

If you see a section of the high fells that looks like a construction site covered in black plastic and wooden boards, it is not a new housing estate. It is the Trust trying to keep a thousand years of rotted moss from washing into the local drinking water.

The Unseen Presence

Most of the time, the National Trust is invisible on the fells. You only notice them when they are doing something you do not like—such as charging for parking at the Great Langdale Old Dungeon Ghyll, or putting up a sign asking you to keep your dog on a lead because the sheep are lambing.

But the alternative to the Trust’s presence is not a wild, untouched paradise. The alternative is a landscape that is slowly falling apart.

Without the tenant farms, the valleys would lose the communities that keep the dry stone walls standing and the gates hung. Without the path menders, the popular routes would be impassable gullies of loose scree. Without the upland rangers, the high bogs would be dead, black deserts.

They are not there to be your tour guide, and they are not there to make the hills easy for you. The fells are still steep, the weather is still awful, and the peat will still find a way into your boots.

But they make sure that when you go up there, the mountain is still under your feet. And if you want a scone when you get back down, they can probably arrange that too.
