Most people assume that when things go wrong in the mountains and they dial 999, they are triggering a government-funded machine. They think it’s like the fire brigade or the police—that their council tax or National Insurance contributions have paid for the fuel in the tank and the boots on the rescuer's feet.

But that is not how it works.

If you get into trouble on a ridge in the middle of a Tuesday afternoon, the person who comes to find you isn't "on shift." They are a plumber, a teacher, or a software developer who just had to explain to their boss why they are sprinting out of the office. They aren't getting paid a penny to be there. In fact, in many cases, it is actually costing them money just to show up.

It is a bit of a weird setup. The UK is one of the only places in the world where a critical, life-saving emergency service is essentially a massive, highly organized charity. While places like Ireland and certain parts of the US use volunteer models, the UK is unique because there is no state-funded "backup" mountain police force waiting in the wings. It is not just about the people being unpaid; it is about the fact that every piece of kit—from the £30,000 thermal drones to the literal bandages—has to be paid for by donations. Even weirder? For a long time, the government was actually making money off these charities through taxes on their equipment.

The 999 illusion and the legal paradox

When you call 999 and ask for "Mountain Rescue," the call goes to the police. This is because, legally speaking, the Chief Constable of the local police force is responsible for searching for missing people on land. But here is the catch: few police forces have the gear, the rope skills, or the specialized medical training to work on a vertical crag or in a freezing gully.

So, the police "task" a local volunteer team to do it for them. This creates a strange legal paradox. The state has the responsibility, but the volunteers do the work. It’s helpful to think of it like the RNLI. Most people realize the lifeboats are a charity, but fewer realize the mountain equivalent is run on the exact same basis.

There is also what rescuers call the "helicopter illusion." People see the big red and white Search and Rescue helicopters and assume the whole operation is state-run. In reality, while those helicopters are operated by Bristow on behalf of the Maritime and Coastguard Agency (which is government-funded), the teams on the ground are entirely charitable. The helicopter is a fantastic tool, but it can’t always fly in bad weather, and it can’t go into deep caves or dense woods. When the helicopter leaves, the volunteers are the ones left carrying the stretcher down the hill.

What it actually means to be a volunteer

Being a "volunteer" in mountain rescue isn't like helping out at a local charity shop on a Saturday morning. It is a massive, life-altering commitment. When you join a team, you aren't just signing up to help; you are signing up to have your life interrupted at any moment, day or night, for the next decade or two.

Most teams have a "probationary" period that lasts anywhere from 12 to 18 months. During this time, you aren't just learning how to carry a stretcher; you are being tested. You have to prove you have the mountain skills to look after yourself before you can look after anyone else. You’ll spend hundreds of hours training in the dark, in the rain, and in the snow. You’ll learn "CasCare"—Casualty Care—which is a medical qualification that goes far beyond standard first aid. You’ll be trained to administer morphine, set fractured limbs, and manage complex trauma in the middle of a gale.

Then there is the impact on your "real" life. When the pager goes off, the clock starts. But the impact isn't just financial. It is the family members who have to deal with the 3 AM dash to the base. It is the partners who are left to finish the shopping or look after the kids while the volunteer is out for ten hours on a wet hillside. It’s the emotional toll of the "bad" call-outs—the ones that don't have a happy ending. Volunteers don't just give their time; they give their sleep, their safety, and a significant chunk of their mental energy to the community.

The price tag of a rescue and the 2025 taxman breakthrough

To give you an idea of why the "shaking a tin" model is under so much pressure, you have to look at the shopping list. A mountain rescue team is a high-tech operation, and high-tech gear in a mountain environment is never cheap.

Every time those vehicles leave the base, it’s costing money in fuel, wear and tear, and disposable medical supplies.

For years, the biggest frustration for teams was VAT. Because mountain rescue teams are independent charities and not "statutory" services like the police or the fire brigade, they have historically had to pay 20% VAT on almost everything.

While the 2025 Autumn Budget brought a genuine win by exempting rescue vehicles from Vehicle Excise Duty (VED), the VAT "nightmare" hasn't gone away. While teams can claim some VAT back on vehicles, any equipment that isn't "permanently fitted"—like handheld radios, medical monitors, or specialized ropes—is still often subject to tax. Teams still spend hours filling out paperwork to get their donated money back from the Treasury. It was, and in many ways still is, a tax on saving lives.

Who actually pays the bill?

Since there is no "Mountain Rescue Tax," the money has to come from somewhere else. In Scotland, the government provides an annual grant (roughly £312,000) that is split between the teams. It’s a drop in the ocean compared to their total costs, but it provides a vital baseline. Similarly, in Northern Ireland, teams like the Mourne MRT operate under their own distinct jurisdictions but face the same financial pressures as teams in the rest of the UK.

In England and Wales, there is no recurring government grant. Teams survive on three main pillars:

Public Donations: This is the lifeblood. It’s the £2 a month direct debits, the change dropped into the plastic buckets at the trailhead, and the "thank you" donations from people who have been rescued.
Legacies: This is the hidden secret of rescue funding. A huge portion of the annual budget for many teams comes from people leaving money in their wills. A single large legacy can be the difference between a team getting a new base or having to make do with a leaky garage for another decade.
Event Cover: If you’ve ever done a fell race, you’ve probably seen a team Land Rover at a checkpoint. Teams provide medical cover for these events in exchange for a donation. It’s a way for them to use their professional skills to earn the cash they need to stay operational.

Searching for a permanent safety net

As the hills get busier, the voluntary model is being stretched to its limits. We are asking people to be world-class climbers, expert medics, and professional fundraisers all at once. It’s a lot to ask.

This is why there is now a push in Parliament for a "2025 Manifesto for Search and Rescue." There are two big changes being discussed that would change the lives of volunteers forever.

The first is "Crown Indemnity." Currently, every individual mountain rescue charity has to pay thousands of pounds a year for insurance. If the state took over that liability—essentially "insuring" the volunteers under the same umbrella as the police—it would instantly free up millions of pounds across the country that could be spent on life-saving kit.

The second is "Reservist Status." If you are in the Army Reserve, your job is legally protected if you get called up. Mountain rescuers don't have that. They rely entirely on the goodwill of their bosses. Giving them a formal "status" would mean they could leave for a rescue without fear of being sacked, and it might even offer tax breaks to the companies that employ them. It would recognize that being a mountain rescuer is a professional role that benefits the whole country, not just a "hobby."

So, why do they do it? Why spend your weekends shaking a tin in a supermarket foyer just so you can spend your Tuesday night carrying a 15-stone man down a mountain in a thunderstorm?

The answer you’ll get from almost every volunteer is simple: "Because it could be me." The mountain rescue community is built on a deep, unspoken social contract. We go into the wild places because we love them, and we look out for each other because that’s what mountaineers do.

But we shouldn't take that goodwill for granted. The system is impressive, but it is also fragile. It relies on the fact that people will continue to donate their spare change and that volunteers will continue to sacrifice their sleep. Next time you see a team at a local fair or parked up at the bottom of a climb, take a second to look at the gear. Every radio, every bandage, and every tire on that van was paid for by someone making a choice to help. It is a world-class service provided for free by people who just want to make sure everyone gets home safe. We just need to make sure the "business" of rescue doesn't eventually bury the people doing the work.
