No, there's no path down to the base. The waterfall drops straight into the sea and can only be viewed from the clifftop viewpoint behind a safety fence.

Is the waterfall always flowing at Kilt Rock?

It depends on recent rainfall. After heavy rain it's a proper cascade, but after dry spells it can reduce to a thin trickle down the cliff face.

Is Kilt Rock wheelchair accessible?

Yes, both the car park and viewpoint are wheelchair accessible. Just note there are no toilet facilities on site.
